National Digital Literacy Mission (NDLM) is the flagship scheme launched under Prime Minister Narendra Modi's "Digital India" vision. It is one of the most sophisticated and efficient educational schemes launched in the history of India. The primary objective of NDLM is to provide digital literacy to all people in different states of India. The term 'digital literacy' is used to describe the general knowledge and skills required to use a broad range of digital or smart devices such as smartphones, personal computers, and tablets information provide by Shikshar Adhikar.
After the independence, India's economy has been growing steadily, and the living conditions of most people have improved significantly. However, still, a significant number of villages, almost 6,50,000 in number, and over 2.5 lakh panchayats, fall below the poverty line. Their abject poverty isolates them from the country's economic development and the digital revolution. To bridge this gap between the haves and have-nots in the population, the Government of India launched this revolutionary scheme, through which is will impart digital and IT training to people across the country information provide by Shikshar Adhikar.
Why was NDLM initiated.
In India, approximately 40 percent of the population falls below the poverty line, and more than 25 percent of the population is illiterate. Although the country is doing well in its many endeavors, India lags behind in a major area of development, i.e. digital literacy.
India's Smartphone market grows by around 12 percent every year. According to statistics, the number of mobile phone users in India is around 684 million, and by 2017, India is soon expected to overtake the United States to become the second-largest smartphone market. Despite this, a significant percentage of the population remains digitally illiterate. Internet connectivity remains surprisingly absent from rural households, with only 3.5 in 1000 households in possession of the necessity. All these factors alienate the rural areas from the map of India's economic development. To overcome this significant problem, the Government of India launched the NDLM scheme to provide digital education to people to make them IT-literate, so that they can also receive the benefits of India's growth.

Vision of NDLM
The Digital Saksharta Abhiyan or the NDLM scheme vision is to integrate with multiple stakeholders to work together with the government in order to spread awareness among the people of India about the importance of digital education and impart IT training to them. The primary objective is to create a synchronized economy without social exclusion, where everyone can benefit from the country's economic development. Through the scheme, the government also wishes to empower the rural areas by creating educational and employment opportunities.

Main objectives of NDLM
The NDLM scheme paves the way for India's economic and overall development by providing technological education and digital training to the people from the backward area. This will help India to take a lead in the digital world economy and stay digitally competitive. NDLM operates with the following objectives:
  • The primary objective of the scheme is to help make rural communities in the country's most backward areas, more competent and in track with the technological revolution of the nation by making them digitally aware and literate.
  • Providing the rural communities with access to quality education, so as to create economic, social and cultural advantages for them.
  • Opening a content and information gateway for people, so they can be more in sync with the country's digital development.
  • Imparting digital and technological training among rural communities, in order to create better chances of their being employed by companies in India and abroad.
  • The scheme also aims to develop digital data houses among all rural communities to enable them to be more economically viable.
  • Bridging the economic and social gaps between different sections of the society by digitally connecting them to each other. Who are the Stakeholders of NDLM?.
The NDLM scheme has a consortium of stakeholders that work together with the government to empower the underprivileged section of the society. The stakeholders are mentioned below:
  • The Panchayat Committee - The main aim of NDLM scheme is to spread digital empowerment among rural communities and Panchayat Constituencies. Because of this reason, the Panchayat Committees have an important stake in cooperating with other stakeholders to spread digital literacy.
  • Intel Corporation – The Intel Corporation is an important stakeholder in the NDLM Scheme and aims to digitally educate at least one person per household.
  • BBNL – Bharat Broadband Network Limited (BBNL) is a Telecom infrastructure provider for the management and operation of National Optical Fibre Network. The NOFN aims to integrate all the 2.5 lakh gram panchayats. BBNL helps in spreading digital literacy by laying out the foundation for internet through fiber cables.
  • Digital Empowering Foundation – Digital Empowerment Foundation (DEF) was established to empower the underprivileged sections and promote social inclusion by using information and communication technology.
What are the areas covered under NDLM?
The areas currently being covered under the scheme are:
  • Naogang, Panisagar, North Tripura – Panisagar is a district in North Tripura, where The National Optical Fibre Network line was recently extended. Almost 70 percent of the area in currently being covered with NOFN lines. The area is populated primarily by tribal community people including Debbarma and Halam, and agriculture and fishing are the main occupations of individuals. The introduction of digital literacy in the area would improve agricultural facilities and enhance social inclusion.
  • Arain, Ajmer, Rajasthan – Arain in Rajasthan was the first village to be covered with an NOFN line. Although Arain is a relatively developed town with facilities like hospitals, banks, transport and others, it still lags behind in proper internet facilities. In the three months of the launch in Arain, more than 250 individuals have been trained in digital education.
  • Muthyalammapalem, Vizag, Andhra Pradesh – With a population size of just 1840, it is one of the poorest villages in Andhra Pradesh. Out of the total 454 fishermen families in the region, 453 live in abject poverty and are below the poverty line. To improve their living standards through the internet and other technologies, this region was among the first to be picked for the NDLM strategy.
  •

  • Training provided under NDLM


  • Level 1 – The first module of the training imparts core and necessary skills to operate digital devices such as smartphones and tablets. The candidate is trained to receive emails, send emails and use the internet to find information. It is a 20-hour course with a duration of 10 to 30 days.
    Level 2 – This module offers advanced level training to candidates by providing training to access services by e-Governance and other sites. It is a 40-hour course , and the duration is 20 to 60 days.

    Eligibility and Documentation for NDLM
    Eligibility
    • For Level 1, a candidate must be illiterate or a non-IT literate and must have passed up to 7th standard.
    • For Level 2, a candidate must be non-IT literate and must have at least passed 8th standard.
    Documentation for Student
    • For Anganwadi workers, ration dealers and ASHA workers, official ID and Aadhaar card are necessary.
    • For families below poverty line, BPL card and Aadhaar card are required.
    • For reserved categories, caste certificate and Aadhaar card are required.
    • Mark sheet of Education Qualification

      National Digital Literacy Mission (NDLM) started two level course :

      Level -1

      Appreciation of Digital Literacy (Level 1) Syllabus:-

      To make a person IT literate, so that he can operate a computer/ digital access devices (like Mobile, Laptop, tablets, etc.), send and receive emails and search Internet for all information regarding daily activities, health, Education & Franchise  etc. Learning Outcomes or Competency Standards A digitally literate person should be able to:
      ·         Explain the basics (terminology, navigation and functionality) of digital devices
      ·         Use digital devices for accessing, creating, managing and sharing information
      ·         Use the Internet to browse in an effective and responsible manner
      ·         Use technology to communicate effectively
      ·         Appreciate the role of digital technology in everyday life, in social life and at work.
      Duration of Course: 10 Days & 20 Hours (minimum 10 Days and maximum 30 Days) Eligibility Criteria: 
      Non-IT literate – Illiterate and upto 7th standard pass


      Assessment (Examination) Process:

      After the completion of training, the trained candidates shall have to undergo a term-end online examination at a centre of the certifying agency.
